A lot of vehicles were already being equipped with transmitters, and for a car maker if the number of emergency vehicles that had this reached the number he was looking for, then he would make receivers standard features for his vehicles. Having a year's worth of exclusivity to install the transmitters was his bargain on the offer he made.
